Board of Directors

R. W. (Rick) Kehlenbach, President a1

I have lived in Spring Creek Forest with my family since 1979. I served on the SCF Civic Association Board from 1982 to 1985 as Section Representative, as a member of several committees and as President. I was elected to the Spring Creek Forest Water Board in 1985 and have served as the President of the Board since 1992.

Serving the residents of Spring Creek Forest has been a privilege. My view of the Water Board’s responsibility is to provide the residents the best water and sewer service that is possible and to keep the District taxes as low as possible by increasing the value of the District by managed development. The District had undeveloped residential and commercial acreage that had been in the District since it’s formation in the early 70’s. The District had an obligation to provide water and sewer service to these customers who have been paying taxes to the District for over thirty years. During the past few years, the undeveloped acreage has been developed into three residential additions and numerous commercial developments. When fully developed, the assessed value of the District will be increased by $40MM. The increased assessed value will reduce the tax rate and thereby reduce the SCF-PUD tax payment due by residents on their property. At this time the District is fully developed and we see no need for any additional bond issues. Any needed improvements to the District infrastructure can be accomplished thru water bill collections.

The North Harris County Regional Water Authority mandated surface water conversion is underway and will cause increases to the water bill every year for at least the next decade. These increases will pay for the infrastructure required to bring surface water to SCF and reduce the use of ground water 30% in 2010, by 70% in 2020 and by 80% in 2030.

My wife Katie and I moved to Spring Creek Forest 18 years ago and it has been a wonderful community in which to raise our two sons. In the past I served on the Spring Creek Forest Civic Association social and pool committees and for the past 2 years I’ve served on the Water Board. Maintaining our water and sewer system is an integral part of maintaining our community. I’m committed to working with the community and other board members to provide the district with the best possible water and sewer service while keeping the tax rate as low as possible. I will continue to do my best to serve the community that has been so good to my family. If you have any questions for me, call me at 281-376-4608.

Janet E. Frakes, Secretary a3

I thank you all for entrusting me to serve as your water board secretary. I have resided in Spring Creek Forest since 1994. I have a daughter, Chandler, who was born in 1998. My professional background is in clinical social work. I was privileged to take a five- year motherhood sabbatical in which time I began active participation in various activities in our community. I have served on various planning committees over the past 8 years, as well as assisted with deeds, hospitality, and social. I was elected and served as part of our SCF Civic Association in the capacities of Section II Representative, Vice President, and President. I am proud of our beautiful and unique neighborhood and am thankful to be part of such a multifaceted and committed group of neighbors. I share in your desire to see our community continue in its improvement while keeping our current level of affordability. I believe communication is essential, especially when we are faced with decisions impacting us all. My fellow board members and I welcome your feedback. My wife, Gena, and I moved to Spring Creek Forest in 1995 and have loved living in this quiet and beautiful place. Like others who currently serve on the SCF Water Board, I have a strong commitment to preserving our way of life and that includes guaranteeing all our residents clean and affordable water for many years to come. I am getting involved, because I know that issues facing our water and sewer systems will not correct themselves.

In my current capacity as Director, Information Technology for the University of Texas Health Science Center, where I manage thousands of computing devices totaling many millions of dollars, I know that systems do not manage themselves and do not last forever. All systems require an effective maintenance plan and committed persons who will demonstrate leadership in helping preserve a hugely valuable commodity in our way of life - our water and sewer systems.

My family and I are not new to service to the neighborhood, I currently am serving my 2nd term as President for the Spring Creek Forest Sharks Swim Team organization helping provide a fun and challenging summer activity for our neighborhood youth. My wife has served on the Spring Creek Forest Board for a number of years and is currently the Vice President of the Board.

While I am a principled conservative, I also understand that there can be an effective and proper role of organizations like our water board. You have my commitment to attend the monthly water board meetings, engage the water board in planning activities which will ensure our future water systems for years to come, genuinely listen to all residents who bring issues to the water board, and to begin a process of better informing our residents concerning our water board matters. If you have any questions for me, call me at 281-370-4508.
