Notice of Board Meetings Section 551.053 and Section 551.054

Government Code provide that the governing body of a water district or other district or political subdivision shall either provide notice of each meeting to the county clerk of each county in which the district or political subdivision is located or post notice of each meeting on the district’s or political subdivision’s internet website.

Conflict of Interest Disclosures Section 176.009

Local Government Code requires a local government entity that maintains an internet website to provide access to all statements and questionnaires required to be completed under Chapter 176, Local Government Code. Applicable Conflict of Interest Disclosures required under Chapter 176, Local Government Code include: – Vendor’s Conflict of Interest Questionnaire : 176.006 (TEC Form CIQ) – Local Government Officer Conflicts Disclosure Statement : 176.003 (TEC Form CIS)

Reporting of Electricity, Water, and Natural Gas Consumption Section 2265.001

Government Code requires all political subdivisions or districts of any kind responsible for payments for electric, water, or natural gas utility services to report metered consumption history and aggregate utility services expenses on a publicly accessible internet website if available.

Landowner’s Bill of Rights Subsection 21.0112(b)(2)

Property Code requires governmental entities to make the landowner’s bill of rights available on the entity’s website if technologically feasible.  Click here to view this information on the Texas Attorney General’s website.

Order Calling Bond Election Section 4.003(f)

Election Code requires all political subdivisions holding a bond election to post the order calling the bond election prominently and together with the notice of the election and the contents of the proposition on the political subdivision’s website during the 21 days before the election, if the political subdivision maintains a website.

Director Elections

The next election for Spring Creek Forest Public Utility District will be held on May 2, 2020.

Director candidacy filing requirements and deadlines are as follows:

To run for election to the District’s Board of Directors, a person must file an application for a place on the ballot. The application must be filed with the Secretary of the District’s Board of Directors or his designated agent by mail, fax or in person. An application may be downloaded/printed from the website of the Texas Secretary of State at https://www.sos.state.tx.us/elections/forms/pol-sub/2-21f.pdf.

  • First day to file for place on May 2, 2020 general election ballot is January 15, 2020.
  • Last day to file for place on May 2, 2020 general election ballot is by 5:00 p.m. on February 14, 2020.
  • A person may run for election to the District’s Board of Directors as a write-in candidate and to do so must file a declaration of write-in candidacy. The declaration must be filed with the Secretary of the District’s Board of Directors or his/her designated agent by mail, fax or in person. A declaration form may be downloaded/printed from the website of the Texas Secretary of State at https://www.sos.texas.gov/elections/forms/pol-sub/2-23f.pdf
  • Deadline to file write in candidacy declaration for May 2, 2020 general election is by 5:00 p.m. on February 18, 2020.

The location(s) of the election will be posted upon determination.

Notice for Early Voting Periods Section 85.007

Election Code requires the posting of public notice of time for voting on the internet website of the authority ordering the election, if the authority maintains a website.

Annual Report of Certain Financial Information Section 140.008

Local Government Code requires all political subdivisions to post the annual report of certain financial information required by House Bill 1378 continuously until the political subdivision posts the next annual report and the contact information for the main office of the political subdivision. Contact information must include physical address, mailing address, main telephone number, and an email address. As an alternative to posting the report and contact information on a website, a political subdivision may provide to the Texas Comptroller the information to be included in the annual financial report in the form and manner prescribed by the Comptroller to be posted on the Comptroller’s website. If the political subdivision maintains an internet website, the political subdivision shall provide a link from the website to the location on the Comptroller’s website where the political subdivisions financial information may be viewed. A district governed by Chapter 49, Water Code is exempt from Section 140.008, Local Government Code, if the district complies with Subchapter G of Chapter 49, Water Code regarding audit reports, affidavits of financial dormancy, and annual financial reports and submits those reports to the Comptroller.
